Chief Executive Officer (CEO)

Kevin Coyne joined Summit Broadband in May 2020. With more than 20 years of telecommunications experience focused on fiber-optic and high-bandwidth solutions, Mr. Coyne leads the company as it continues the strategic expansion of its fiber-optic network into new enterprise, government, education and residential communities in Florida.

Before joining Summit Broadband, Mr. Coyne was a founding member and Chief Operating Officer of FiberLight, LLC, where he led all aspects of sales, operations and finance. In that role, he grew FiberLight from a company with less than $1 million in revenue and 1,100 route miles of network to one with more than $200 million in revenue and 16,000 route miles, spanning over 430 cities and including over 1.8 million fiber miles. His background includes roles in finance, strategic planning, sales, marketing and operations.

Mr. Coyne is a Certified Public Accountant and holds an Accounting degree from Towson State University and a Master of Science degree in Taxation from the University of Baltimore.


Chief Revenue Officer (CRO)

Dan Hakker joined Summit Broadband in June 2020. He has more than 15 years of experience in the telecommunications industry. Mr. Hakker oversees commercial, wholesale and hospitality sales as well as marketing and product development.

Before joining Summit Broadband, Mr. Hakker was Vice President and General Manager of the Florida region for Windstream where he led an organization responsible for $150 million in annual revenue. His background includes roles in sales leadership and sales operations with a focus on the Enterprise Business Segment. Throughout his career, he has focused on developing a company culture that aligns cross-functional teams to the common goal of revenue growth.

Mr. Hakker holds an Economics degree from State University of New York at Albany.


Chief Financial Officer (CFO)

Mark Rankin joined Summit Broadband in February 2021. With more than 25 years of accounting and finance experience – 17 years of which has been in the telecommunications industry – Mr. Rankin is responsible for all accounting and audit, tax, fleet, procurement, financial reporting and treasury functions of the company.

Prior to joining Summit Broadband, Mr. Rankin was CFO of Armstrong Telecommunications, where he was responsible for the financial operations of the cable and telephone divisions of the Armstrong Group of Companies. His telecom background includes financial reporting, strategic initiatives, audit, tax, fleet, purchasing and contract negotiations.

Mr. Rankin is a Certified Public Accountant and holds a Bachelor of Science degree in Business Administration/Accounting from Slippery Rock University and is a board member of the National Cable Television Cooperative (NCTC).


Executive Vice President, Community Solutions

David Ramos serves as EVP, Community Solutions. With more than 17 years of  telecommunications experience, he is responsible for residential bulk sales and marketing, as well as leads the company’s customer experience teams. Summit’s customer experience organization includes; Contact Center, Field Operations, Service Delivery, Account Management, Retail and Bulk Revenue Growth.

Before joining the company, Mr. Ramos was most recently Executive Vice President and General Manager for Hotwire Communications where he led the company’s Southeast Florida region. In that role he had direct oversight for multiple facets of the business, including P&L, revenue growth, strategic planning, project management and customer relations. He has also held leadership roles in commercial, hospitality, and residential verticals for some of the largest cable and telecommunications companies in America. 

Mr. Ramos holds a Bachelor of Arts degree in Organizational Leadership from Trinity International University and a Master of Business Administration from Nova Southeastern University.


Executive Vice President, Residential Services

Darrick Zucco joined Summit Broadband as Executive Vice President of Residential Services in October 2021.

Mr. Zucco has more than 25 years of experience in the telecommunications sector with expertise in driving business transformation, leading business units worth more than $300 million in turnaround, startup, and growth modes. He brings extensive industry knowledge in general management, new business development, and product management. Mr. Zucco previously served in executive positions with MetroNet, Rise Broadband, and Cincinnati Bell. He also managed the City of Lebanon, Ohio’s municipal cable system and leveraged its sale to start Cincinnati Bell’s Fiber-to-the-Home (FTTH) business.

Mr. Zucco holds an MBA from Xavier University and a bachelor’s degree from University of Cincinnati.


Senior Vice President, Engineering

Mr. Bulanhagui serves as Vice President of Engineering for Summit Broadband. His responsibilities include managing the complete life cycle of all engineering functions at Summit Broadband including OSP, ISP, Fiber, Construction, Headend and the Network Operations Center.

Mr. Bulanhagui is well known in the industry as an early adopter of FTTH technologies and has deployed both 1G GPON and 10G XGS PON technologies to the residential and commercial markets.

Prior to his service at Summit Broadband in 2011, Mr. Bulanhagui was the Director of IT and RF Plant Chief Engineer for Resortvision in Orlando, Florida. Mr. Bulanhagui served in the US Navy as a Trident II Missile Technician/Nuclear Weapon Security Assistant on the USS Maine.

Mr. Bulanhagui graduated with a diploma in Marine Systems Engineering from the U.S. Navy Trident Training Facility and has completed the prestigious Executive Leadership program at Cornell University.


Senior Vice President of Operations

Mr. Flori brings more than 30 years of experience in the telecommunications sector, including leadership roles with Verizon and Comcast. He recently led operations and construction teams at Verizon (Frontier) in Florida, including Fiber-to-the-Home (FTTH) deployments and service delivery teams. In addition to his experience with FTTH initiatives, Mr. Flori spent time with Comcast leading the technical operations team in the Washington, D.C. market. In each of his roles, Mr. Flori led his teams to success in driving employee engagement to improve key company focus areas while also improving overall customer experience.

Mr. Flori holds an MBA from Colorado Technical University and a bachelor’s degree from Illinois State University.


Vice President, Legal & Human Resources

Randall Covard joined Summit Broadband in July 2020. With nearly a decade of legal experience in the telecommunications industry, Mr. Covard advises the company and its stakeholders on all legal matters and oversees its Human Resources functions.

Prior to joining Summit Broadband, Mr. Covard served as legal counsel at FiberLight, LLC, where he was responsible for providing legal advice on a broad range of matters – including corporate governance, commercial transactions, litigation, regulatory compliance and human resources. He also led the legal team during a large-scale network deployment with new fiber construction across several regions of the United States. He negotiated and closed a variety of customer transactions that generated hundreds of millions in revenue.

Mr. Covard earned his Doctor of Jurisprudence degree from John Marshall Law School and also holds a degree in Education from Elizabethtown College.


Vice President, Information Technology

David Tulk joined Summit Broadband in September 2015 and has been a member of the Information Technology (IT) team through his tenure with the company. Mr. Tulk leads Summit’s IT and BSS/OSS operations.

Before joining Summit, Mr. Tulk held business and technology positions with Columbus Communications where he was responsible for the company’s BSS/OSS systems and new and existing corporate technology initiatives. Throughout his career, he has developed a demonstrated track record of building creative solutions that drive customer value.
